Learn when NZREX Clinical, nursing competence assessment, NZDREX, OPRA or another profession-specific process may apply before choosing your preparation route.
There is no single “New Zealand healthcare licensing exam”
Registration requirements depend on your profession, qualification, country of training, current registration status and the pathway available through your New Zealand regulator.
Do not assume that every international doctor must sit NZREX, every international nurse must sit an OSCE, or every healthcare professional follows the same examination process.
Which New Zealand healthcare pathway applies to you?
Start with the regulator responsible for your profession. Each authority assesses international qualifications differently and may provide several registration routes rather than one universal exam.
MCNZ & NZREX
Overseas doctors apply through Medical Council of New Zealand registration pathways. NZREX Clinical is required only for candidates who need the examinations registration pathway.

Every doctor practising medicine in New Zealand must be registered with the Medical Council of New Zealand.
International medical graduates should first determine which MCNZ registration pathway applies to their qualification, examination history, experience and country of practice.
NZREX Clinical is not required for every international doctor. MCNZ states that doctors who are not eligible for registration through another pathway may need to sit and pass NZREX Clinical.
NZREX Clinical is a clinical registration examination. Passing the examination alone does not immediately produce registration. Candidates on this route must subsequently secure an approved PGY1 position with an accredited prevocational training provider before applying for registration through the examinations pathway.
Nursing Council of New Zealand competence assessment
Internationally qualified nurses first complete document verification and authentication before applying to the Nursing Council for New Zealand registration.
The Nursing Council assesses each application individually. Some internationally qualified registered nurses and relevant enrolled-nurse applicants are required to complete a competence assessment.
Where competence assessment is required, the current process includes a theoretical nursing examination followed by a clinical competence assessment.
The theoretical examination is an online multiple-choice examination delivered at designated Pearson VUE test centres in New Zealand or overseas.
The clinical component includes orientation and preparation in New Zealand followed by an Objective Structured Clinical Examination — OSCE.
Dental Council registration and NZDREX
Dental practitioners seeking to practise in New Zealand must follow the registration pathway applicable to their scope of practice and qualification.
If an overseas dentist holds a prescribed qualification, a direct registration route may be available subject to the Dental Council's requirements.
Dentists whose overseas qualification is not prescribed currently have two broad options: apply to have their qualifications, training and experience individually assessed, or use the examination pathway.
The examination pathway for dentists is the New Zealand Dentist Registration Examination (NZDREX).
The Dental Council currently uses the National Dental Examining Board of Canada equivalency process for NZDREX. Its components include Assessment of Fundamental Knowledge, Assessment of Clinical Judgement and the clinical-skills assessment.
Pharmacy Council of New Zealand registration pathways
Overseas pharmacists should select the Pharmacy Council route associated with their country of qualification and current registration status.
Pharmacists registered in Australia have a Trans-Tasman route. Pharmacists from recognised countries including the United Kingdom, Ireland, United States and Canada have a recognised equivalent qualification route.
Other eligible overseas pharmacists generally use the Non-Recognised Equivalent Qualification Route (Non-REQR).
Under the current non-REQR pathway, candidates first undergo a preliminary review. Once approved, they must complete the required assessment components, including the OPRA — Overseas Pharmacist Readiness Assessment and the New Zealand Pharmacy Legislation course.
OPRA is administered by the Australian Pharmacy Council, but the New Zealand registration pathway itself is governed by the Pharmacy Council of New Zealand.
New Zealand allied-health registration is profession-specific
There is no universal New Zealand allied-health licensing examination. Regulated professions have separate boards, scopes of practice, qualification assessments and registration pathways.
Physiotherapy Board of New Zealand
Overseas physiotherapists apply through the Physiotherapy Board. Current international pathways include general, fast-track, express and Trans-Tasman routes depending on the applicant's qualification and registration history.
Registration and a current Annual Practising Certificate are required to practise as a physiotherapist in New Zealand.
Medical Sciences Council
Medical laboratory scientists, medical laboratory technicians and other regulated medical-science professions should use the registration requirements of the relevant New Zealand council.
Qualification assessment and registration requirements should be confirmed for the exact scope of practice.
Check the correct regulatory authority
Occupational therapy, optometry, medical imaging and other regulated professions may each have their own board and registration pathway.
Do not rely on a generic Prometric or Gulf exam pathway for New Zealand professional registration.
Australia and New Zealand are related systems — but they are not the same
AMC and AHPRA are Australian organisations and should not be described as the New Zealand medical regulator or the standard New Zealand licensing pathway.
Trans-Tasman recognition arrangements can create registration routes for some practitioners already registered in Australia, but New Zealand registration still takes place through the relevant New Zealand authority.

Start with the New Zealand council or board responsible for your exact healthcare profession.
Check your qualification route
Determine whether your overseas qualification is recognised, prescribed, comparable or requires individual assessment.
Confirm any examination
Only prepare for NZREX, nursing competence assessment, NZDREX, OPRA or another test after confirming that it applies to you.
Complete registration
Passing an assessment does not necessarily complete registration. Follow all remaining regulator and practising-certificate requirements.
