Singapore Healthcare Exams & Registration Pathways – 2026
Understand Singapore's profession-specific healthcare registration and examination pathways for doctors, nurses, dentists, pharmacists and allied-health professionals. Identify the correct regulator first, then determine whether a licensure, qualifying or competency examination applies to your individual application.
Singapore does not have one generic healthcare licensing exam
Registration and assessment depend on your profession, qualification, training history, employment status and the registration route available through the relevant Singapore professional board.
Do not describe Singapore healthcare registration as one generic “Prometric exam”. The regulator and examination pathway must be identified profession by profession.
Which Singapore healthcare pathway applies to you?
Use your professional regulator as the starting point. An examination may be one component of registration, but it should not be assumed to apply to every overseas-trained professional.
Singapore Medical Council
Foreign-trained doctors should first establish whether their basic or postgraduate medical qualification meets SMC registration requirements and whether provisional, conditional, temporary or another registration category applies.

Medical practitioners must be registered with the Singapore Medical Council (SMC) and hold a valid practising certificate before practising medicine in Singapore.
Singapore should not be presented as having one universal “SMC licensing examination” for all international medical graduates.
For conditional registration, an international medical graduate generally needs an acceptable basic or recognised postgraduate medical qualification, an employment offer from an SMC-approved healthcare institution, satisfactory internship or housemanship, appropriate clinical-practice history and other regulatory requirements.
SMC also currently requires an applicant to have passed any national licensing examination required in the country where the basic medical degree was obtained, where such an examination is mandatory for that country's own medical graduates.
Foreign-trained specialist accreditation
Foreign-trained specialists may also need accreditation through Singapore's Specialists Accreditation Board (SAB) in addition to medical registration with SMC.
SAB currently requires foreign-trained applicants to have an employment offer with a Singapore hospital or healthcare institution before specialist-accreditation assessment.
The applicant's specialty training, examinations, completion of accredited training, current clinical practice and equivalence to Singapore specialty-training standards are considered.
Specialist accreditation and ordinary medical registration should therefore not be presented as the same process.
Singapore Nursing Board registration and licensure examination
Foreign-trained nurses and midwives must be registered with the Singapore Nursing Board (SNB) before practising in Singapore.
SNB guidance states that a foreign-trained nurse should have an offer of employment from an eligible Singapore healthcare institution as part of the registration pathway.
Candidates do not simply book an SNB examination independently. The foreign-trained nurse or midwife registration application is submitted first.
When SNB determines that the applicant is eligible to sit the Licensure Examination, SNB communicates the examination process through the employer or personnel managing the application.
Singapore Dental Council registration and Qualifying Examination
Dentists are regulated by the Singapore Dental Council (SDC).
Registration options depend on the applicant's basic dental qualification and whether it satisfies the registration provisions under Singapore's dental regulatory framework.
SDC maintains a Qualifying Examination route for eligible applicants.
Current SDC qualifying-examination application documents include eligibility conditions such as an offer of employment and other candidate-specific requirements.
This means the SDC Qualifying Examination should not be marketed as an open exam that every overseas dentist can simply book.
Singapore Pharmacy Council registration and competency assessment
Pharmacists are regulated by the Singapore Pharmacy Council (SPC).
For foreign-trained pharmacists, one of the key initial questions is whether the candidate holds an overseas pharmacy qualification that is registerable by SPC.
SPC explicitly states that an international pharmacy graduate whose qualification is not registerable by SPC is not eligible to apply for pharmacist registration through the normal overseas-qualified pharmacist route.
Applicable overseas pharmacy graduates can be required to complete a stipulated training period and pass the SPC Competency Examination.
Foreign-trained pharmacist registration also includes Singapore-specific professional and legal assessment requirements, including a forensic examination where applicable.
Allied Health Professions Council registration
Singapore's Allied Health Professions Council (AHPC) regulates selected allied-health professions.
The regulated professions include:
- Diagnostic Radiography
- Occupational Therapy
- Physiotherapy
- Radiation Therapy
- Speech-Language Therapy
An overseas-trained allied-health professional whose qualification is not included on AHPC's recognised qualification schedule may, where the regulatory pathway permits, be referred to a profession-specific Qualifying Examination.
This is not one universal AHPC examination. The requirements vary according to profession and qualification.

Identify your regulator
Start with SMC, SNB, SDC, SPC or AHPC according to your exact healthcare profession.
Check qualification recognition
Determine whether your primary qualification meets the board's current recognition and registration requirements.
Confirm examination eligibility
Only prepare for a licensure, qualifying or competency examination after confirming that the regulator requires it for your pathway.
Complete registration
Examination success alone may not complete registration. Employment, supervised practice, training and practising-certificate requirements may also apply.
Choose preparation only after confirming your exam
